Individuals affiliated with the University of Illinois Chicago with an activated UIC NetID will automatically have a Blackboard account.
If you need to have an account created for an external user (someone not affiliated with the University) you will need to first request an account be created for the external user, and then you will need to add the new user to the Blackboard course you want them to have access to.
